Landon of Kansas on the rostrum in the Chamber of the House of Representatives in Topeka, Kansas, admonishing members of a joint session of the Legislature that "it is your duty to fix the alcoholic content of legal beverages in Kansas." As soon as the governor completed his address Don Fossey, Republican members of the house from Reno County put the first bill on the house calendar. It was a measure to outlaw beer and wine and other beverages containing more than one half of one per cent of alcohol. The action caused the belief to prevail that Kansas within a few weeks would become "bone dry." Voters in the November election overwhelmingly defeated a constitutional Amendment to repeal prohibition, but 3.2 beer was being sold throughout the state because authorities had been unable to obtain convictions of sellers before jur
