MANILA, PHILIPPINES - 2014/12/09: Workers from the Department of Public Works and Highways (DPWH) help place a water storage container along a center aisle in Espana Avenue as it resumes preparations for Pope Francis' papal visit next year after Typhoon Hagupit (locally named 'Ruby') skirted through Metro Manila.
